Yeah, right when the economy was gettting good too. Fortunately, many economists believe that Katrina's lasting effects on the economy (outside of the loss of jobs) will be minimal, and that the Gulf region is going to experience one heck of an economic boom in the next few years.
I would think the cost of re-building or re-locating New Orleans would lead to an economic boom. Sadly, thousands of jobs have been lost for the time being but the region will recover

Hmmmm . . . we could take a socialistic look at this and find a way to kill two birds with one stone. Obviously there will be a ton of homes that will need to be rebuilt in the region. Why not take these "poor" and "unemployed" (by which I mean prior to the storm, not afterwards) and hire them to do the rebuilding? The construction companies are going to need a lot of labor, and looky here . . . we have a lot of labor. Might get these poor/unemployed folks good paying jobs as well as a sense of self-actualization.
