Granted, but a few things. While it is a state race, Forrester may suffer a bit from people who will refuse to vote Republican due to disliking Bush (as his popularity drops). Another point is in the region as a whole the state changed first on Presidential levels and then changed on the local levels (for example look at the shift on Long Island, Pres level shift started in the early 90's, but didn't start changing that much on the local level till 5 years ago. Parts of the Philly burbs are showing similar changes, first began a change on the Pres level, and while in some cases still GOP have shifted more to the Dems locally. Things like this might not mean a ton of points, but can be the difference between 3-5% each way
