Western Loudon County is a bit more rural and conservative, but it appears he is from the eastern part of the county.

Maybe he is just a charismatic guy whom people will vote for without loooking at his positions? How long has he been in office exactly? Because if he was in office a long time, then he might have been elected when eastern Loudoun County was more conservative and just kept getting reelected due to his incumbency.

According to the Washington Post (articleis pretty old, from 2002) he first ran unopposed in 1999, and ran mostly on an anti-tax platform, and many did not know his hateful iews.
