Democratic primaries in PA are machine dominated and low turnout; mostly it's old people voting and there's a big bias towards the designated party establishment candidate. This is desperate stuff.

All correct.  Bernie was popular in the college area, but there wasn't enough turnout to clinch the county.  Luzerne voted 50.5% Clinton - 45.6% Bernie.  Lackawanna was 55.2 vs 41.5; Hilary has more of a connection there, since her father was born and grew up in Scranton and was buried there. 

Add to that the Dem machine and the nepotism in the area, anyone who is an outsider or underdog is going to have and extremely hard time making headway.  The fact that he was in the 40s range in both counties is really surprising, in a good way.
