Only possible in 2019 if there is a Dem House by a substantial margin and the Senate has no more Republicans in it than it does now. I think he could get something that involves individuals under age 65 paying substantial premiums for their Medicare through a Dem House and a near 50/50 Senate with the overrepresentation of rural states there. Can you really see e.g. Susan Collins, John Hoeven and Shelley Moore Capito voting this down in the current climate after it just passed the House?
