The district has to stay at least plurality black I would imagine. Besides that, it's convenient vote sink for various Democratic votes, so that's another reason it won't be tinkered with.

55% McCain is a lot different below the Mason-Dixon line and above Florida than it is anywhere else. The seats that they've attempted to turn their way could easily fall in a wave.

The goal really is to get rid of any white legislator who is not a Republican and that is discrimination. It may be legal, but it's certainly not fair and Democrats really need to start shouting it from the rooftops.
