When was the last time Congress's approval was higher than the President's? I feel like never.

Maybe 06-08 when the Democrats had retaken control of Congress after 12 years in the opposition. Democrats taking back control of Congress against the tired,corrupt and disgraced Bush/Cheney administration was seen as a breath of fresh air by a lot of people.

Perhaps very briefly in early 2007. So I think it's more likely this happens for a hot second in 2019 if the Dems take Congress this time around.
