Why are 5% of the winnings required to be donated to charity? Dose offline gambling have the same regulation?

Is online gambling already legal?  I don't think it is under the previous series of acts the governor signed.  The "tax" on winnings to charity is really more of ensuring that some of the money ends up in the right hands, rather than going to the government.  I was going to use that as a way to encourage the reduction of taxes on winnings, equivalent to 5% of winnings.

I like the idea behind that, but I can only support it if it's also applied to offline gambling.

I don't think that counts as proposing an amendment, you need to actually word the amendment in a way that can be added to the final text of the bill.
