Yes, nothing says "third world country" like variance in health insurance plans.

It looks more like the plans are stabilizing. The increases appear to be counties had really low rates last year moving to the state average whilec decreases are high rate counties moving down to average.  Every county in Georgia for example seems to be around 300 for 2015 after ranging 250-350 2014.
