I think recently he's showing a degree of social awkwardness; genuinely having difficulties in understanding real life personal and interpersonal interactions. This is coupled with a need to diffuse situations that he doesn't like by resorting to bad puns and non-sequiturs (at times of quite a probing or insensitive nature) which has become increasingly grating.

The United States is no longer a bejeweled hegemon, gazing upon a dollar-diplomacy empire.

Any "wisdom" from that era can be filed in the wastebasket, especially if it pertains to US entitlement spending.
