Policy Decision on All * Voters from February
I have decided to be lenient on all * members who voted in the deleted elections but not in the new one.  All of these members will not have their registration revoked.  Instead their votes will be counted as "invalid" meaning they lose their *, but do not impact the February 25th election result.  I hope to set this as a precedent for future Secretary of Forum Affairs.

The first of seven installments for my Senators to debate over:

Senate Proposal #1:  The Deputy SoFA Bill

1.  The government of Atlasia shall hereby establish the office of the Deputy Secretary of Forum Affairs.

2.  The Deputy's duty shall be to fulfill the obligations of the Secretary in his/her absence.  The Deputy shall also act as the official Interim Secretary in cases of resignation.

3.  The Deputy Secretary shall not be considered a member of the cabinet unless acting as Secretary in his/her absence and is therefore not part of the Presidential succession.

4.  The Deputy Secretary shall be appointed by the Secretary and confirmed by the President.  The Senate shall not intervene unless there is a motion to block the appointment.

Senate Proposal #2:  Senator Resignation and Replacement Amendment

1.  All Senators wishing to resign their seat must give notice one week before they officially leave office.

2.  If the resignation is within three weeks of that particular seats election, a special election will not be held for an interim.  The President of the Senate, or Vice President, shall appoint an interim from that district to serve out the remainder of the term.

Senate Proposal #3:  Census Act

1.  The official time of the Census shall be the first Friday of March, July, and November at Midnight.

2.  Only voters who have cast a valid ballot in the last election before the Census will have their registration counted in the Census.

3.  Redistricting must be completed within two weeks after the Census.  If the Governors are unable to come to an agreement, the current district map will remain until the next Census.

It is up to the Governors, they can use the current map or they can update it with these changes:

Declaration of the Electoral Reform Commission Formation

1.  The Department of Forum Affairs shall hereby establish a three-person commission on the exploration of electoral reform in the Atlasian states.

2.  The commission shall convene for thirty days and prepare a report on the current state of elections in Atlasia and possible solutions to any problems currently residing within the system.

3.  The report shall be published and presented to members of the Senate, the President, and the general public.

4.  The members of this commission shall not be considered officials of the Atlasian government and therefore can hold other office in Atlasia while serving on this commission.

The Department of Forum Affairs Declares the D2 Election...

...invalid.

• The vote began at on 12:05:49 on Friday and was certified at 12:02:22 on Monday.  The vote was certified 3:27 before the required 72 hour mark.

It is this reason, along with the looming court battles that could result in a win for either side, that invalidating this election will be the cleanest way to go.

Unless anybody challenges my ruling, the new election will be held this FRIDAY.

Concessions don't mean much by the books.  At 5-5, I assume there still has to be a tie breaker.  If NixonNow wants to give a number and have a chance, he may, but it seems unlikely.

No, Nym's didn't.  I wasn't using the Gabu statute because of Section Five's invalidation.  Naso won because of more first preference votes.

Senate Proposal #4:  Raise the Standards Act
Section One
This act shall establish rules and regulations for all political parties and organizations regarding voter registration drives on the forum. If any applicable political group fails to meet the criteria of this act, all of the group or groups leaders shall be punishable by law with sentencing at the judge's discretion.

Section Two
(a). Every political group with an active voter registration program shall be required to report results of its voter registration activities to the Department of Forum Affairs at the first of each month for the previous month.

(b). Reports shall include all pending and successful recruitments of that registration period. Registrations for a specific group that were not solicited by that group shall not be listed.

Section Three
(a). This act shall hereby sets caps for the amount of solicited registrations per senate district per election cycle (the two months between elections).

(b). All political groups with active registration drives must meet these limits:

What does this mean?

That is the amount of new registrations per district a group could try to solicit.

I'm gonna try this again...I really want/NEED the Census moved to Midnight and at the pace the Constitutional Convention is going (not a single Article is ready for ratification yet), there is no way our new Constitution will be in effect by the next Census.

He is in Washington, I already cleared that up.

Everett, reg. CA, is nowhere to be found on the voter lists.  He should not be asterisked, as he couldn't vote in this election. (D5)

WMS voted in this past election and should not be asterisked. (D5)

I have Everett on my copy and Wildcard in Alaska, too, I guess I never updated that one to it.

***BREAKING NEWS***

We have received word from Forum Affairs staffers in Columbus, Georgia of a riot at a local registration field office maintained by DoFA in that area.  The rioters are believed to have been demanding either an independent Southern state or a new Waffle House, it is difficult to make sense of the accents.  Several desks were overturned and a small fire was started in the building's records room, but the cost of repairs will not be known for a few days.  No decision has been made on whether or not to pull out of Columbus and have all registrations be mailed to neighboring city's field office.

We will release more information as it becomes available.

Announcement

As Secretary, I have decided to take the following two actions regarding the Civil War II possibility:

• Beginning at 12AM EST tonight, all employees of the Forum Affairs Department and their families stationed in the Southeast will be flown to Nyman where they will recieve lodging at King's of Nyman Hotel free of charge until peace is certain and they can return to their SE stations.  I encourage all departments to do the same (we don't want any hostage crisis).
• In the event of war, no new registrations to Southeastern states will be accepted by the SoFA and no votes from Southeastern states will be counted in Federal Elections until the war is over unless the voter completely denounces the actions of the Southeastern region and pledges full loyalty to Atlasia.
