Apr 1, 1990 - $3.80 for all covered, nonexempt workers
Apr 1, 1991 - $4.25 for all covered, nonexempt workers

In two years the minimum wage was raised by 90 cents, and I don't recall there being a gigantic economic downturn as a result.

No gigantic economic downturn?
