The result has just been declared; the Lib Dems won by about 12,000 votes or 20%.

Does anyone have idea what happens if there is a tie in Harlow?
The returning officer is required to determine the result of the election immediately and randomly. The exact method is not specified; he may flip a coin, draw lots, etc. Then, the "loser" would almost certainly file a petition demanding a by-election, which would probably be granted.
