Latinos are from Latin American; all of these categories could be described as Hispanic.

No, because Hispanic means from a Spanish-speaking country.

Both modern-day Spain and Portugal were part of the Ancient Roman province of Hispania from which the term "Hispanic" is derived.  When the U.S. Census Bureau debuted the term "Hispanic" in the 1970 Census it was defined to include "persons of Mexican, Puerto Rican, Cuban, Dominican, Central or South American, or others of Spanish or Portuguese culture or origin, regardless of race."  The Congressional Hispanic Caucus has historically had Portuguese members.

Portugal was called Lusitania, not Hispania

The Romans conquered Iberia in 218 BC.  The peninsula was divided into three administrative regions:  Baetica, Tarraconensis, and Lusitania but Ancient Romans would have used the term Hispania to refer to them collectively.
