With the miniscule earnings of the vast majority of <18 workers, they're usually exempt from withholding taxes anyway, or get all of it back. Also, by this logic, you should also exempt minors from paying sales tax or other taxes.

This.  Most children (and even college students) don't have to withhold any taxes.  Therefore, this is a non-issue.
