The second sentence applies, but you should only have an ID if you want one (though it should be made easy, free, and convenient to get), and universal registration should not equal mandatory voting.
I've had it be argued to me before that we have mandatory voting... that would be terrible, and whomever is atop the ballot would have a nonsensical advantage, because those who don't care would just go in and choose quickly - the top probably being the most likely choice.
We have mandatory voting and analysts estimate the bonus for the first list (i.e. the first one from the left of the ballot) to be under .5%.

Heck yes. Its insane that we don't have such a set really.
Yes. And it is also insane that we don't have telescreens to help us exercise in the morning..and to assist us in our two minute hates. That's a compromise that liberals and conservatives can accept, right?
