Bosnia is basically Yugoslavia 2.0 "The mini version", but without the dictator to run the place with an iron fist or the unifying ideology. Add the fact that three ethnicities hate each other even more than during Tito's rule and you can easily how fundamentally artificial and unstable this country is. If it wasn't for the threat of war, it would not have lasted nearly as long.

Actually surprised this isn't just a full on independence referendum. Dodik has threatened one in the past and there's really nothing to stop him. Putin would back him up for sure.
The Balkans (and especially former Yugoslavia) are firmly in the US sphere of influence. It matters little what Putin might think, but it matters far more what the US and the EU would think, which is why there is no chance of such a referendum in the foreseeable future.
