The headline is misleading. What happened was his campaign sent a tweet telling people to read this article. Bad, yes, but from the headline I thought Quinn gave a speech where he said "Black Republicans are just like Pro-Nazi Jews!"

Also, note that the article's title is "Rauner’s best friend that money can buy". I could easily see a lazy staffer skimming the article, not really taking in the Nazi analogy, and tweeting it. Yes, stupid to tweet stuff you haven't read properly but at least there's a semi-palpable ignorance defense.
