Mostly, luck. Given there's been approximately two Presidents per decade over the country's history, it's statistically likely that a few decades will not have had a President born in them even if there's zero relationship between birth year and likelihood of becoming President. There probably is some relationship (see Malcolm Gladwell's Outliers for how birth year matters in various fields), but with such a small sample size there isn't much significance to the data we have.
