Maybe they should just dissolve the country; it doesn't look like it's going to get any better, and it doesn't seem to have a distinct, long-lasting culture that would justify keeping it as one country (like Syria, Iraq, or Afghanistan).
The African Union is committed to keeping the colonial borders. It took a lot just for the African community to accept South Sudan's independence. You see, every African state has colonial borders, almost all of which contain groups that don't get along to some extent. If some countries are allowed to break apart or be absolved into other nations, that is a signal to the minorities within other nations that they might be able to break away successfully. The leaders of the African Union don't want to deal with (more) insurgencies within their own borders, and so are committed to keeping the status quo. Guinea Bissau is the status quo.
