The whole point of the GOP plot in those last episodes were to force Bartlet from choosing a successor. That's why Bartlet wanted his SoS Berryhill originally, as he believed Berryhill would be the best bet for a Democrat winning the White House after his second term was over. Since the heir-presumptive (and also ironically, SoS) Hilary Clinton doesn't need to have VP to position herself as a viable candidate, the GOP would probably just force the office to remain empty or try to pull some 'bipartisan' message crap and push for a Republican to take the job.
