The thing is, how could he know that it was going to be at the World Trade Center? He didn't know when or where this was going to happen.

The memos explicitly mentioned hijacked airplanes.  If he had increased airport security, they most likely would have been caught.

Libertas, you honestly believe the President of the United States ordered the murders of 3,000 American citizens?  I mean, I'm no fan of Bush, but...

I suppose it's slightly believable that Bush ignored the attacks in order to invade Iraq...But to order them?
