Who is more evil?  That's a tough question.  Hard to decide.

Who is a greater threat?  Bin-Ladin.  Why?  Because he has less to lose.  The fact of the matter is that Kim Jong-Il is the leader of an actual state.  He has an interest in ensuring that the state continues to exist, as it is the source of his power.  Osama doesn't have that baggage.

Beware the man with nothing to lose.
