Does Hillary change her voting registration back to Arkansas? Because the Constitution (12th Amendment) states that the President and VP cannot be from the same state.
From the 12th Amendment: "The Electors shall meet in their respective states, and vote by ballot for President and Vice-President, one of whom, at least, shall not be an inhabitant of the same state with themselves..."
All this means is that Electors can't vote for both a President and a Vice-President from their own state- they have to vote for at least one person from a different state. The Constitution does not prohibit a President and Vice-President from being from the same state. In this example, the Electors from New York could vote for either Clinton for President or Cuomo for Vice-President, but not both.
