Nothing in the world—indeed nothing even beyond the world—can possibly be conceived which could be called good without qualification except a good will.-Immanuel Kant.

For me it comes down to treating each others in a humane manner. Thus if someone is sent to jail for Life I would only consider it proper justice if the guilty person is treated in a humane fashion. Obviously this may not be very practical, but for me the core question would be "is it ethical?".

I would also say the same thing for liberty as well, and that such a value must be constructed on ethical means in order to justify the ends. For example the American war for independence was built upon many bloody battles, and the death of many innocent civilians.

A civil society willing to advocate on behalf of those values.

based on what conditions though?

is it justice if the value is arrises from unethical means? it is it justice if it comes from a mob carrying pitch forks? Perhaps sometimes Justice can be unethical if it is carried out in a inhumane manner.
