Toppers is in IL so if multi state counts, then by all means count it. My only negative with Toppers is that for chains I often just want a good slice of pizza for lunch (or dinner if on the road), and they don't do that - at least not near me. I like Rosati's for that reason. They are still mostly in Chicagoland but they now list locations in 10 states in addition to IL. I can count on driving up and getting a decent single slice to take out.
I'm close friends with the guy that owns Toppers, I asked him once why they don't sell slices, He said it's a quality issue.
