Is 0:00 EDT not midnight?

No, it isn't.  Atlas time is currently 11:31 pm.  If yours says 12:31 am, you have modified the clock yourself.

The Constitution clearly says Eastern Standard time.  I don't know what you are talking about....show me where it says EDT.
