With how little economic impact the United States has on Iran (compared to Europe, China, Russia, etc), the US keeping sanctions in place will have almost no impact. If Congress does in fact vote down the deal, all it will mean is weak US sanctions, because we have little impact on the Iranian economy, and no inspections.
