I really like the idea of giving an incentive for immigrants to learn English. I feel like it would assit in creating a greater work place in our region.

Maybe instead of a earned income tax-credit we could have it that those that pass the English language test can be allowed to have their guest-worker program extended to 15 to 20 years?

Also are there any other cities that should be added?
