He could possibly retire. His margin this year was lower than his 2010 margin. Still, he's actually the same age as Manchin.

From what I gather, Rockefeller wasn't a particularly popular Governor. During the last two years of his term, the state unemployment rate was between 15 and 20%. Raese was also a much fresher face back then. Also, Rockefeller had to contend with Reagan coattails.
