Of course, safety is of the utmost importance, but the question is, is Bush milking it politically for all its worth?  Is Bush milking the fears of the populace in order to push other policies through?

If not for 9/11 Bush would be screwed.  Sadly, he is seen as the default candidate to fight terrorism even amongst Democrats.
