No, Cleveland, Columbus, and Cincinnati metro areas have large demographics that don't like Trump so he would need to be winning or close in those areas to achieve this and won't happen. He is pretty closed to maxed out elsewhere. Maybe a few points to gain possible, but not much. Now maybe a more moderate one could if they could hold Trump's gains in blue collar communities while win back suburbs and have stronger second place showings in urban areas.
