Because Gore was a prude. Look up what a Tipper Sticker was if you don't know. The man, along with his wife, were major players in the moral panic against heavy metal, violent video games, etc. during the 80s and 90s. Most likely he himself was morally outraged by Clinton's infidelities and didn't want anything to do with the man. Not campaigning with Bill wasn't just a political miscalculation, but rather a decision made out of principle.
In a way, I can admire Gore for this, although it's ironic that him and Tipper would split up. Of course, the Gore campaign way more damaging errors that cost them a winnable election that in and of itself is worthy of its own thread.
