But he really didn't dwell on the topic, so read into that what you will ...

Which is unfortunate, the President should not forget about finishing current projects which would bring practical benefits in giving the President policy accomplishments.

I agree that the primary drive must come from the  country in question but that doesn't mean it shouldn't accept any basic aid that benefits its citizens.
