Yes, he was apparently very efficient at cultivating a culture of fear.  Also, I think Heydrich was the one that orchestrated the demise of Röhm and his boy toys and the night of the Long Knives. 

He totally looks like James Woods.  That's probably the worst part.

Ive always thought he looked like Don Adams
