Do you know the effective way of hitting Putin? Sanctions.

Of course some would say something like "meh, sanctions, how weak, why would he care?", but Russia is vulnerable. My favorite example: they soon won't have a working electronics for many of their ICBMs. They don't produce one. Why bother if you could buy from someone else? But it ended after Crimea and subsequent sanctions. Also, sanctions targeting oligarchs would be most dangerous to Putin.

-China doesn't produce electronics? And no, sanctions are a vastly overrated and highly ineffective means of "hitting Putin".

As far as I remember China doesn't produce this. Kind of like the U.S. not producing own drugs for executions.

Targeting the oligarchs who are having a lot of money located in the west would be painful, since Putin must maintain their loyalty.
