I'm afraid this bill does not adress the issue of public safety. It's basically a carte blanche for all types of fireworks.

     I'm bothered by the broad stipulation of "all persons", which I suppose would include minors and felons. How about this:

Again, I'm not going to facilitate anything that enables inexperienced and untrained individuals to have unfettered access to dangerous explosive devices just 'cause people like making things go boom.

Very good point. Fireworks aren't just an innocent toys that makes a "boom" effect. Fireworks are dangerous explosives.
