No. Ryan is a mandate for Romney to govern once in office because every issue would be considered touched including entitlements concerning the budget. Now will Romney make bold reforms, no, will he make reforms, probably not, but then he has an opportunity and reason to do something if he decides he wants to be useful in office. They are comfortable with each other, and while conservatives like Ryan, he is very much the establishment. If he wanted to blame the tea party he should have picked Rubio, West, Palin, or someone of that nature.
