I watched the pilot. I'll watch the rest. It's much more of the personality of the people than actual politics.

Can the Veep be watched online? I've only seen the first episode but HBO says I have to have it on tv

Nope. Enjoyed every second of it. Outside of Josh and Donna's 6 year love affair thing.
