Yes, Powell had absolutely no interest in politics. The only time he ever even thought of running for president would have been in 1996, but then quickly decided against it, despite almost universial support from the Republican leaders. Even if he did run, he would have lost. He would have been considered to liberal by many Republicans, and African-Americans would still flock to Obama.
