I'm quite happy to see the budget out here, but we've gone plenty of times without one before.  When I was in the Assembly in 2012, I made a point of passing CR's to keep the government running while we got the budget through, but that really up to the Assembly now if they view it as that crucial of a situation.

Seeing as it's not specifically outlined in the SOAP, looking at previous procedure, it seems that once a motion for cloture is made, the vote begins immediately.
