This should be easy to understand, and hopefully passed quickly. It simply redirects money.

By the way, the current death total from the cholera outbreak is nearing 300, and it only seems a matter of days until it reaches Port-au-Prince.

The SoEA strongly encourages that this bill be amended to put more money towards Haiti than is currently allocated in the legislation.

While I'm not opposed to ensuring that Haiti is receiving enough funding, I didn't want to introduce any extra funding in this legislation for fear of debate becoming too drawn out and divisive over badly needed support for the Haitian people.
