A truely traditional conservative response would be "leave it up to the states to decide for themselves", not a "one size fits all" government style program.

I think there are business-oriented reasons to back universal healthcare, such as a more healthy workforce or more international competitiveness [compared to the employer-based system]

And someone could be truly capitalist but view healthcare services to be a right similar to police protection and fire engines.

This is true, but what I gathered from the webpage was that these people are arguing that it is conservative.
I guess if you're in Europe or Canada but the US?
