It's an old clip, comes from about 10 years ago. The guy is actually speaking English, but comes from rural West Kerry, whose people are known to have a very think distinct accent even by other Irish people. Someone in the comments there actually gives a pretty good transcript of what he says

If you want another good example of a West Kerry accent, here's their most famous politicians, the Healy-Rae brothers in an interview - the interviewer btw is Ryan Tubridy, the much maligned (following a scandal in which it was disclosed he was received secret payments on top of his already hefty salary) former host of the Late Late Show, who comes from a totally different end of Irish society (a Dublin elite family with several politicians).
