John, you're correct that Bush is a horrible leader, but he's the lesser evil. I know where you got the entire "punishing" theory from Fox News (they had a female radio-talk show host on who said that the reason why Bush had lower approval ratings were "punishment" for the president") but Americans arn't that stupid. It's silly to "punish" Bush.

Most presidendents have their best terms on their second terms. That's why one-term presidents are usually not very good ones (Carter, Bush Sr., etc). Their first terms are always bad. They are just trying to attract non-party supporters.
