I wish the senate to propose the following bill:

If registered members wish to switch regions, a two week waiting period must be done before the member is registered in the new region. During this waiting period, the member can change his mind, but each change creates a new 14-day wait, unless he wishes to stay in his former state.

I like the Home State Bill idea, but I don't like the restriction. If somebody wishes to become a registered person of a state, they change as many times as they like, they simply do not become registered until the 14 days is up.

The problem with the Home State bill is that it makes it seem authoritarian- as if the government is denying you rights. Hence, I think that the government can use the rights it already has instead of expanding governmental rights. The idea is good, but the method is seemingly authoritarian.
