The idea directly stems from the European methods of government. Initially, the European plans were meant for smaller nations with either one big district or a few large districts. This plan would probably not work best with large nations with large states, such as the United States. The American method would probably be a good method for Russia, who uses a federacy-influenced parliament-type system (basically a parliament, they have the Duma like Poland). Since this is very similar to what the forum is like, in that we have a smaller population, it would probably be helpful if we had this form of representation.

This idea is certainly up for change, but the basic form might be helpful.

Could you give me a list of names? That seems a bit high. Also, Virginia belongs in the South.
