I believe he is waiting to see if Hillary has any additional bombshells with her e-mail server or if she continues to dive in the polls.  If she does, he'll jump in and be the immediate favorite for the nomination.  It would be similar to Lautenberg replacing Torricelli in the NJ Senate Race in 2002.
