The thing is, how could he know that it was going to be at the World Trade Center? He didn't know when or where this was going to happen.

The memos explicitly mentioned hijacked airplanes.  If he had increased airport security, they most likely would have been caught.

That's right, the vast majority of Americans now believe that the government ordered 9/11. It's not like DailyKos has banned such conspiracy theories and bans anyone who posts them.
