If a region has 60 voters, then won't they send 10 senators of the same party?

Nope, I believe proportional representation means say:

UAC: 30%
Democrats: 30%
Republicans: 20%
UL : 20%

That would mean the Senators they send would be as follows:

UAC: 3
Democrats: 3
Republicans: 2
UL: 2

They are allocated proportionally by their percentage of the vote.

oh ok.
So each citizen would vote for a party but not a candidate, and then each party could fill the seats with whomever they'd like?

Here is how this could work for the purpose of staggering the senate elections:

Northeast Region- Nation's term continues until October.  Boss Tweed's term expires in August.  In addition to Boss's seat, there would be 2 new seats up for election- one short term, and one long term.

Mideast Region- Texasgurl and Michael Z's terms both expire in August.   They will have to run against each other, if they both run.  Beet's term continues until October.

Southeast Region- StatesRight's term continues until October.  Harry's term expires in August, and he is not replaced.

Midwest Region- Hughento's term continues until October.  An election for an open seat is held in August.

Pacific Region- JFK's term continues until October. StevenNick's term expires in August, and he is not replaced.

Short-term seats up for election in August: 1
Long-term seats up for election in August: 4
Seats up for election in October: 6

I don't like it, and I'm sure Stevennick won't either

Well, see, the whole point of regions is to be immutable.  And actually, your regions look somewhat better, but they seem a little too equal for regions...  Maybe if you put KY and VA in the green region and the plains states in the Midwestern one, they will at the same time be less equal and prettier.  But I definitely would support redrawing the regions, from a purely aesthetic point of view.
personally I think the current regions look very nice aesthetically
